There’s little doubt that Ukraine has an interest in escalating NATO-Russian tensions through these means, including by employing anti-government Russian and Belarusian nationals in this reported plot, but it’s debatable whether Poland is involved in this and the extent to which it might be if so.

I think Ukraine learned from the Nord Stream episode that they need to keep everyone on a short leash when it comes to asymmetric warfare. The closest Russia came to winning the special military operation was when NS was blown up while a hurricane was in the Gulf and NS2 was left operable. So had the hurricane veered towards Louisiana LNG infrastructure would have been taken off line and the EU would have been forced to buy natural gas from Russia and that would have been great for Russia and counterproductive for Ukraine.
Either NATO leaders know ukrainian messed up shenanigans, therefore they are not manipulated but acquiescent and even planners of that.
Either NATO leaders don't know and the eventual "fait accompli" will not weight much compared to a risk of direct war against Russia.
The only thing that Ukrainians, Poles, Scandinavians and Balts will succeed with their messed up shenanigans is to severely annoy NATO's big boys and increase tensions within NATO.
NATO will believe it if they want, ignore it if they want to.
