Great Arctic map, thanks. With the full control of Alaska and access to Greenland and Northern Canada the U.S. does not really need a license to go in there from anybody. Russia is dominant in Arctic exploration because of their already existing technological experiences geared to that environment. They are the only operators of giant nuclear icebreakers that move around breaking eight feet deep ice like a freight train. They routinely travel to the North Pole to visit Santa, they don’t even have to wait for Christmas. In a normal world economic competition has to be mitigated to a degree where we do not fight a nuclear war for every barrel of oil. And here comes the $666 Billion question: Which one is the nation that is presently excluding many oil producing nations from the international oil market?

Co-operative exploration of the natural resources of the Arctic region would be best served by an alliance consisting of representatives of ALL nations with recognised territories within the Arctic circle. ie, Norway, Sweden, Iceland, Finland, Russia, USA, Canada, Greenland (?Denmark) and excluding the EU, UN and NATO.
