I wonder whether a sixth reason is that the US is too caught up in Iran to complete its regime change operation in Cuba. Trump has said many times that "Cuba is next". The US' aim is to enable a full-scale humanitarian crisis in Cuba through its blockade to facilitate its regime change operation there. But the humanitarian crisis has to be properly timed, after the Iran war is finished. That is why Cuba cannot fall now; it simply has to wait its turn.

Whereas Trump and his warmongering team are indifferent to the death doom and disaster that USA has been party to in Gaza and Iran Trump realised that starving Cubans to death just 90 miles from Florida is totally unpalatable to the US electorate. Dropping the blockade on Cuba was not a humanitarian gesture to the World - it is now a homeland political imperative.
