The Volhyinan Genocide isn't an ethnic pride issue but basic historical fact.

That said, cultivation of some historical grievances is encouraged, even if those grievances are hundreds of years old but they happen to be useful to the empire at the moment.

Other grievances, such as the Volhyhian Genocide, the wars on Iraq and Vietnam and the atrocities there, are not useful to the empire, so the victims are told to just get over it, even though these happened well within living memory and humans and even cats suffer today as a result of those crimes.
