"Fourth, the optics of a NATO country seizing a Russian vessel in an Arctic area where Moscow legally enjoys special rights is meant to raise doubts among Russia’s partners about the viability of the Northern Sea Route, with the intent being to deter its use and associated foreign investments along this route."

Law is meaningless. Enforcement is the only thing that matters.

As Kaja Kallas put it -there is not a single european court that ever will rule for Russia in any matter.

And yes, the europeans will engage in open piracy along.thr Northern Sea Route, spurred by Russian weakness and indecision.

So what does Russia propose to do about it?

The Arctic Ocean is large, mostly frozen and unforgiving. It is only a question of time when a Norwegian or Finnish ship or icebreaker gets into some sort of trouble and the potential save can be provided by one of the Russian nuclear icebreakers that move routinely between Siberia and the Nord Pole endlessly. I think the Russians will politely wait until the moment arrives.
