Poland’s “East Shield” Is Embarrassingly Underdeveloped Despite Two Years Of Work

The ruling liberal coalition clearly doesn’t believe its own rhetoric about an impending Russian attack.

French open-source intelligence analyst Clement Molin’s satellite-centric assessment of Poland’s ~$2.5 billion (10 billion PLN) “East Shield”, which refers to the border fortification program that was announced in May 2024 under liberal Prime Minister Donald Tusk’s government, has attracted lots of attention. According to his brief report on X, both the Kaliningrad and Belarusian flanks are inadequately defended, with each having certain glaring vulnerabilities.

As for the first, “Fortifications are present in only four zones, the largest spanning 2 km (out of a total border length of 210 km with Russia only). There is no depth to the defenses; where bunkers or trenches do exist, they are located in open fields, and the vast majority of the border, including key roads, remains unprepared.” As for the second, “only anti-migrant barriers are visible, with minimal reinforcement currently underway. A major weakness is the lack of defensive lines covering the strategic Suwalki Gap.”

Polish MEP Michał Dworczyk, who represents the newly split “Law & Justice” conservative opposition party that used to run the country from 2014-2023, reflected the overall opposition’s sentiment in his post on X. It read in part that “It is hard to deny, however, that more than two years after the announcement of the ‘East Shield’ project (May 2024) and Prime Minister @donaldtusk’s statement that war could be a matter of months, @MON_GOV_PL and @MSWiA_GOV_PL are in no hurry.”

For background, Tusk fearmongered in his interview with the Financial Times in late April that Russia might test Article 5 in a matter of months, not several years like others have claimed. It was then revealed that his ruling liberal coalition secretly agreed to transfer five Patriot interceptor missiles to Ukraine earlier in the spring during the height of the Third Gulf War when it was already obvious by then that they’d be in short supply for the next few years. That decision in itself cast doubt on his prediction.

While Defense Minister Władysław Kosiniak-Kamysz tried to spin that move as protecting Poland from Russia, it’s now a fact that “East Shield” barely made any progress whatsoever under his leadership, thus keeping his country exposed to a hypothetical Russian invasion from Kaliningrad and/or Belarus. As Dworczyk suggested, if Tusk’s government truly feared that anything of the sort was even remotely in the cards, they would have made much more progress on “East Shield” by now than the little that they have.

This observation lends credence to cynics’ claims that Tusk’s anti-Russian fearmongering and his Foreign Minister Radek Sikorski’s witch hunt against the “fifth column” in Poland are all part of a ploy ahead of fall 2027’s next Sejm elections to scare Poles, discredit the opposition, and retain power. This isn’t exclusive to Poland either since Molin’s brief report assessed that the Baltic States’ “Baltic Defense Line”, which forms the “EU Defense Line” together with “East Shield”, is also embarrassingly underdeveloped.

Nearly half a decade since the large-scale phase of the Ukrainian Conflict exploded, four of the countries whose officials have warned the loudest about a supposedly impending Russian invasion of NATO have been exposed for having done practically nothing to defend their borders. This shows that they themselves don’t truly believe their own rhetoric, which is clearly driven by domestic political motives, not intel on Russia’s plans. Growing awareness of this fact could have profound electoral implications.
