It's a pretext. If Russia wanted to destroy rail lines carrying aid to Ukraine, they could you know, blow up rail lines in Ukraine.

I think Tusk is blowing smoke out of his behind for dramatic effect. There are pictures under his post showing damage, which looks like a stress failure. It is highly improbable that explosives were used, judging by no signs of damage or scorch marks on the railroad ties and gravel. If this was a sabotage, a plausible scenario would be to use liquid nitrogen on the rail in order to weaken it and a passing train or immediate thermal stress would cause a fracture and a loud boom as the rail is at tension during cold weather. Just my $0.02.
