Maybe the issue is the geography and the respective communication channels they intend to build are different. I don't see an easy way out for Russia. Russia wants a viable path to India and must travel through both Afghanistan and Pakistan. Otherwise, Russia has to go through Iran and Pakistan. China wants Indian Ocean access point close to Iran. In theory, Pakistan can deliver that without Afghanistan. China wants mostly minerals from Afghanistan, while trade routes through Afghanistan to Iran are secondary. Balochistan Independence movement blocks China's sea access and also blocks the direct land route between Iran and Pakistan. The issue is not Russia wants to help Afghanistan and Pakistan to reach peace, but Americans don't want the Russia-India corridor to shape up. Furthermore, the Pashtuns sit across the Afghanistan-Pakistan border probably also want independence. And Pakistan wants to influence Afghan politics through Pashtuns in Pakistan.
