The US has a moral responsibility to return Afghanistan’s seized assets, but morality doesn’t guide US policy, let alone under Trump 2.0 given its Hyper-Realist approach of declaring and then advancing national interests.
Russia takes the lead to help countries throught Asia. Russia is the Asian Super Power. US makes enemies of Asian countries except Israel. US has also become unfriendly with Latin American countries. Much of the world looks up to Russia and down on the USA.

Today, far from guarantying order, security and prosperity, USA sow chaos everywhere.

It is appropriate that both Russia and the Taliban are seeking rapprochement. After all they are geographically neighbours, whereas USA is a geographically far distant nation whose foreign policy is based on hegemonic subversion of smaller nations. Trump will probably try to trade (part of) Afghanistans frozen assets for access to Bagram air base however the Taliban may quash this move by allowing Russia to occupy Bagram in exchange for Russian investments into Afghanistans developing infrastructure. The Taliban have done without their frozen assets for over a decade , now Russia can alleviate their difficulties as well as securing their common border with Afghanistan.
I don't see Russia requesting access to Bagram both because it doesn't need it and Russia also doesn't want to risk inadvertently radicalizing already at-risk Afghans on perceived nationalist grounds by returning Russian boots to their soil after the 1980s war.
Russians paid the big price to learn something about Afghanistan. Something very special and even probably unique in the world.
This specificity make Afghan very easy to invade but impossible to keep.
Pashtun system don't practice and even refuse all centralisation. If you make a deal with the central government, no tribe will feel involve in the deal. If you deal with a tribe, no village will feel involved with this deal. If you deal with a village, some inhabitants of it can refuse the deal and being your enemy without making angry those who were ok with the deal. So, you always have potential ennemies everywhere, even if ethnic, tribes or villages make peace with you.
If Russia put a boot on the ground, even after a afghan request, they are sure that somewhere, an enemy will stand up.
