There are other possible explanations for Putin’s inaction:

China and India do not want to hear about a full-scale war with thousands of civilian casualties and have warned they would change their stance if that were to happen.

Russian military doctrine, based on logistics and caution, is very reluctant to risk a major offensive that would be extremely costly, especially in human terms, even if successful.

A major military breakthrough would not resolve the situation anyway.

As for the much-discussed loan, it would be interesting to know how it is allocated: how much goes to U.S. and European weapons, how much to the functioning of the state, how much in cash, and how much in direct supplies. I find it hard to imagine the four major European arms producers—Germany, France, Italy, and Spain—paying for U.S. weaponry. Grab the popcorn once again

Add to my earliier reply, that Russia has the most Nuclear Weapons of all the countries in the world.
