Good moves for Russia and a proper balance for the entire Southeast Asia. However, I think Russia will need to invest more in the Trans-Siberian railroads, ports within the Arctic Circle, and civic and port development in Vladivostok, in addition to its traditional military role.
Will there still be enough money for the oligarchs with the increase in infrastructure development costs, there would need to be further taxing of their excessive earnings to allow that. One surely hopes your suggestions are carried out for developing the eastern region of Russia but I am cynical whilst ever Nabiullina remains in her neo con role of balancing the budget during an existential war.
Yes, I think things are more likely to go as you expected. If Putin cannot rein in oligarchs and CB right now, it is unlikely that Russian leaders (now or Putin's successor) will run the risk of higher taxes (or another mobilization). What I had said is more likely to be a "theorectical value".
Does VVP want to rein in the oligarchs is the question I believe, this whole not a war smo was all about looking after the oligarchs interests and still is the cause of fighting without the desire to win but acquiescing for an agreement good for the oligarchs unfortunately. The balancer VVP is finding it increasingly difficult to stay in the middle in this existential crisis of his making.

I approve of Indonesia's relationship with Russia rather than with USA. This, however, emphasises the precarious geopolitical successive Australian politicians have created by blindly acceding to every request that the US State Department makes regarding aligning and integrating Australia's defence forces to satisfy US foreign policy rather than meaningful co-operative defence for Australia. Indonesian territory is located less than 100miles from Australian shores and yet there is no meaningful relationship regarding trade, cultural exchange and platitudes by Australian politicians.

Fully agreed!
Invest, invest .... Russia already has to invest in a no ending war.

Ah, the Sino-Russian "unlimited and eternal partnu.. As Escobar and his friends say: even better than a formal alliance." ;)
