Absolutely, this is most definitely aimed at undermining Modi's political authority and the BJP's more broadly. It's a huge powerplay against the world's most populous country which, as you rightly described, could have otherwise been a solid US partner.
Usually, bullying is specifically targeting someone too weak to respond. Many people have suggested that after sanctions on Russia and China were unsuccessful, Trump decided to attack the possibly weakest link. It's about whether it is moral or not, the question is rather if such a blackmail will succeed. We'll probably have to wait 3-6 months to see if or if not.
Tariffs amount to indirect taxation, and would allow a further reduction of income tax. And lots of voters are likely to fall for it. They will see prices go up, but be misled about the cause.
India meantime has defended small property and its farmers from international capitalism. It has given benefits mostly to rich people in India, but wants small owners as part of it.

OPEC is producing more to keep it here and the US is the Biggest supplier in the world. $60 keeps everyone happy because it’s the sweet spot where oil companies make billions in profit and it keeps prices at the pumps low in the US. You underestimate Trump. That’s a dangerous game to play.
Don't think US shale producers are dancing around happy with $60 a barrel. Particularly with inflation (and thus salaries and equipment prices) rising.
