* There is really no such thing as "abstention" but a hypocritical practice is that if the representatives of a permanent member are absent from a UNSC meeting then only the votes of present members count which is against the letter of the UNSC charter but has long precedent; that is how the UN intervened in the Korean civil war (the PRC and USSR representative refused to attend UNSC meeting).
I only have one comment: The UNSC has long ago lost any credibility that it may have had. Totally undermined and under the control of the USA.
Forget about Russia and China abstaining. The vote was unanimous for the displacement of the Palestinian people; for a yet-to-be-named international managing force under Donald Trump; and for the development of Trump's and his Jewish son-in-law, Jared Kushner's, wet dream of an Atlantic City casino on the Mediterranean.
