1) The West definitely does export its values, but for political weaponization purposes, though some who do so are proselytizing them because they sincerely want to impose their way of live onto others.
2) Yes, the West does indeed bring value to its partners, though it's designed to be lopsided in the West's interests.
3) The interests change depending on the target and circumstances, but they generally share the commonality of entrenching and expanding Western hegemony.
