I suspect Pakistan would like to play an Erdogan, but they don't have a geographical location is not as good. It is best that Pakistan take a slow approach and starting from the agriculture products. From China's side, there has been reports of grass roots sneering at Pakistan and at CCP leadership for failing to manage the relationship, as people see Pakistan drifting away. One of the cited reasons is weapon export from China have not been well liked in the Pakistan military. The Pakistani elites (military and intelligence) seemed to be more interested in hitting back at India in whatever way they can after the India-Pakistan war, rather than paying attention to people's lives. Areas like Balochistan are difficult to govern or to manage, as people there have high hopes yet very little resources. China should have selected a site closer to Karachi, but China don't have the money to re-route the CPEC now. It is unlikely that Pakistan security forces can keep the port and route operation secure by using brute force alone.
