Second, it could be the first phase of constructing a port--when it was first announced they said "port" instead of "pier"--from which to export natural gas from the vast fields of it just off the Gaza coast after Gaza is fully under Israeli control. Israel's already sold drilling rights to BP, and probably other oil companies.
