Cuba is obviously quite angry with what it alleges took place, but importantly, no blame was placed on the Russian state itself. Moreover, Havana also didn’t send any signal that it plans to change its UNGA stance towards the NATO-Russian proxy war in Ukraine. It can’t be known for sure, but there’s a chance that this allegedly Russian-based network was run by non-state actors like those from the now-defunct Wagner group.

I don't understand: if it's OK for NATO to use mercenaries (in the Ukraine), why is it so bad for Russia to do the same? I understand 'two wrongs don't make a right' but I've never heard a word by anyone about mercenaries in the Ukraine being a bad thing, although I often hear mention of them, particularly from Georgia, the US, UK, Canada, etc. What's the deal; what's the difference?
