The correct permanent members are pretty obvious actually: USA, EU, China, India. That's like 1/2 the world population and 2/3 world GDP.
Russia is just in due to the historically anomalous power of the USSR. It already looks out of place, and the decline is terminal. After the Ukraine invasion debacle, there isn't even any "2nd army of the world" justification for keeping it in anymore.
