Pakistan’s ongoing half-decade-long suspension of trade with India in response to Article 370’s revocation is most directly responsible for Delhi vetoing Islamabad’s partnership with BRICS.
If India really wants the corridor to central Asia and Russia to take the shorter route, and a route committed by Pakistan not to interfere, then perhaps India should offer some incentives first. After all, India has a larger and stronger economy. Among the various problems inside Pakistan, the Balochistan Independence movement already have enough foreign meddling. Hopefully Indian was not part of the mess there. Afghanistan is another issue better solved among Muslim brothers. Hopefully India does not play tricks there. China-Pakistan corridor and Russia-India corridor cross each other in northern Pakistan. If everything is done right, Pakistan's tacit support of the Russia-India corridor will benefit Pakistan more than anybody else. In the short term, I would guess India would need to offer some olive branches first in addition to a BRICS partner status. Financially weak and already under CIA infiltration, it would be difficult for Pakistan to make the first move to thaw the stalemate. However, there is no doubt that some kind of political consensus inside Pakistan to reach for this thawing is still critical.
