Putting aside conjecture about who’s right and who’s wrong, it can be argued that the Defense Ministry and Wagner Group represent a different philosophy of sorts.
Contrary to what many in the Alt-Media Community (AMC) have consistently claimed, Putin isn't really all that decisive and actually prefers to wait until the last possible moment to attempt some sort of compromise.
Crimea, Syria, and the start of the special operation are notable exceptions, but the argument can be made that he was pressed to act by circumstances that were spiraling ever further beyond his control, and that everything he did was literally at the last minute.
The last time that he had to act decisively on the home front was early into his first term when dealing with treasonous oligarchs. It's been a while since then, and the latest problem is very different from that one.
I have no doubt that he's contemplating what to do, but I share your concerns that the longer he waits, the worse this might get, God forbid. I also hope that he acts sooner than later, and decisively, instead of waiting until the last minute and trying to compromise.

It's a real job to know, a balancing act: the impatience vying against the fear of how things could so easily go wrong, just for want of hurrying them up a bit; like a kid waiting for Santa Claus, peering up the chimney fearing "He knows when you are sleeping..." might only bring about the worst.

The question is, 'Why doesn't he,' and 'Why has he still not done so?'.
