If NATO is in the west does this mean that it is part on that organization? Russia cannot allow advanced, foreign military equipment in Ukraine’s territory or under their control.

No, because they don't extend Article 5's mutual defense obligations to it, which is clear from the bilateral security pacts that members have signed with Ukraine.

I agree with you that this isn't ideal for Russia, but it's been unable to stop the influx of arms into Ukraine thus far, and I'm unsure whether it'll ever be able to.

But the proposal that I wrote about could represent a middle ground of sorts for NATO and Russia, which could help manage their security dilemma and Ukraine's asymmetrical partition.

Thanks. I have often wondered why Russia, with its precision missiles does not interdict rail and freight lines from Poland. Maybe too “escalating”?

If you have a friend high in the Russian army command send him this suggestion:

Accept the Olympic “ceasefire”. Pull the line units back for a shower and several regularly prepared meals. Then, about 10 days in, while everyone on the other side is napping and/or shopping for vodka, throw everything you have into a breakthrough and start rolling up your flanks. You can figure out the rest.

When the world starts to whine about your perfidy remind them of Minsk I and II.
