The problem is imho, that the Syrian bases aren’t really worth any huge discounts or other costly apprasements to Turkey.
They were always a nice bonus. But not worth spending large capital on, especially now that Assad is gone, and bases in Libya are available.
Since Syria is now untenable logistically, I don't understand how Libya is less vulnerable, especially since it is further away.
