Sikorski arguably sought to provoke a fake scandal with the unfriendly aim of further worsening the US’ already tense ties with the EU and NATO in advance of his ruling party’s liberal-globalist agenda.

The Poles probably have the 2nd largest number of battle-ready military troops (after Türkiye), yet have pressured the US to station half of the US European troops in Poland (as well as nuclear-capable missile systems), as a result of their fear of Russia.
The Polish fears have not deterred them from providing quite a few military "volunteers" (of many ranks) to fight in Ukraine. Reports indicate that hearing Polish spoken in the communication traffic in the Ukraine is only exceeded by Ukrainian and Russian transmissions. Poland is one of the more important way stations for NATO equipment (and people) making its way to Ukraine.
IOW, there is a lot of evidence that Poland has been one of the few NATO allies that are involved in the Proxy War on a daily and continuing basis, so that setbacks to Ukraine are felt by the Polish Govt. (the actual population is less gung ho).
Poland pays part of the fee for the services. They have more or less full information as to whether or not the system is up and to what extent it is up, as a matter of contractual rights and regardless of any security issues. There's no chance the point was raised for that reason. Sikorski is truly a small, and very petty man - his history and prior statements speak to this most eloquently.
The issue arose when there were rumors of "rolling blackouts of Starlink" and numerous comments regarding Ukraine's being cut off from US support and US intelligence in particular. The comments were inconsistent and generally somewhat vague. You suggested that the point of Sikorski and Tusk's comments was to get assurances they would not be cut off Starlink. The concern was that Ukraine had already been cut off from Starlink to some greater or lesser extent. There is no realistic possibility that had taken place, as Poland is able to monitor when the system is up and when it is down, more or less.
If they had wanted assurances of not being cut off in the future, all they had to do was ask privately and discretely. There is no reason for a customer to take to social media to get assurances from a services provider that they will maintain service and honor the contract.
Given that, it is awfully clear that Sikorski's and Tusk's motivations for saying what they did were entirely manipulative, and part of the globalist agenda to which they have adhered in every spoken and printed word for the better part of their respective, filthy careers. If the Americans want to cut it off they can provide the coordinates of the terminals to the Russians. But I don't believe those two parties are functioning with anywhere near the level of mutual trust that would require.
The comments made by Poland were a bit shocking to say the least. Considering should they play their cards right it would mean a financial boon for Poland with the strengthening US ties. The people of Poland may think a bit differently than their leaders though as they are the ones suffering with the influx of Ukrainians who left the war torn country and long for the end of this war so they can go back. USA and Russia having talks in Riyadh about the security architecture in Europe violates one of the top two commandments of the Polish grand strategy: keeping Russia out of the European security system. Historically, this leads to Poland being sacrificed/extorted to settle disputes between Russia and the Western powers. Hence we see Poland declaring unwillingness to send troops to Ukraine or close military supply corridors to Ukraine. We'll be seeing Poland insubordinate in various ways, playing all sides from now on, unless the West will manage to put their own people in charge who will play along and make Poland a sacrificial pawn again, just like on eve of WW2.
