Qing (Manchurian) dynasty did defeat Tsar Russia and signed Treaty of Nerchinsk in 1689 https://en.wikipedia.org/wiki/Treaty_of_Nerchinsk. However, Tsar Russia did not stop eastern expansion in the sparse populated Siberia. The Tonguska people were unable to resist and Manuchiran dynasty did not provide much help for various reasons which effectively forced the hands of the Qing dynasty. The ban had been in effect since the end of Ming dynasty when Manchurian-Ming war effectively blcked all traffic beyond the Great Wall.
By the time PRC denounced all territory claim against all territory "lost" to USSR/Russia, the Russian Far East already had far more Russians, and Russian-speaking Tonguska (I use it as a generic term for all nomads north of Monglia) than Chinese descendants. Seriously, if there was a referendum, people there would have chosen Russia rather than China. While many people from Taiwamn blamed PRC for this agreement, the ground reality is far stronger than claims on paper. Even if the old RoC government were in power and control the whole Manchuria, I think RoC government would have done the same.
Yes I agree with Andrew's judgment about President Lai's vocal "attacks" is empty words. Although following the same constitution and national flag, and maintains claims to some islands in the Southern China Sea (with a full battalion stationed on the largest island Taiping in Southern China Sea since 1946,) the current Taiwan government has no intention to claim any part of PRC controlled land as belong to Taiwan. The only exception could be the ownership for a few atolls and islands in the Southern China Sea. The current Taiwan government is controlled more by CIA, WEF, and Japanese descendants than true Chinese or Taiwanese descendants.
From US perspective, I think before 1975 (the end of Vietnam war) Americans did consider Taiwan as a quasi ally and a unsinkable aircraft carrier in western Pacific. But afterwards, Taiwan has been considered as a hostage to be exchanged for some sort of future advantage. Personally I think the timing woud be the completion of the west and central Pacific underwater listening lines (against PRC nuclear ICBM subs) Once that is complete, USA would either trade Taiwan for something, or let Japan take over as Taiwan's umbrella while Japana remains as a USA vassal.

Taiwan should know Soviet union liberated Manchuria from Japan.
Russia should invoke Soviet union borders and Helsinki pact.
