The US Ambassador’s allegations about South Africa arming Russia can be interpreted as a pivotal development in that targeted state’s balancing act between those two rivals. US Ambassador to South Africa Reuben Brigety II told local media on Thursday that “We are confident that weapons were loaded onto [Russia’s sanctioned Lady R last December], and I would bet my life on the accuracy on that assertion.” This prompted President Cyril Ramaphosa’s office to issue a statement about how the issue had hitherto been discussed behind closed doors, no evidence was shared to back up the Ambassador’s claim, but that an investigation is still being conducted to establish the truth.

But isn't this beautifully demonstrative?
What better way to illustrate: 1) the Americans are scared (Fear may work to pump adrenaline into the works but founding 'diplomacy' around a belief that it's more likely to make Africans do what they've been told to do (to ameliorate their fear) is not a long-term prospect.);
2) people who don't feel uncomfortable shouting about their (racial) heritage by using numbers to denote something like superiority after their surname, e.g. Joe Bloggs III (the third, not turd), are unlikely to meet a lot of success among people who don't feel a need to build their self-esteem in such a manner (Where a most basic Google search turns up "Books: Ethics, Technology and the American Way of War: Cruise Missiles and US Security Policy" with little more than a simple click, you don't need to look much further: 'Mir' or 'Peace', it can pretty safely be assumed, is not high on this diplomat's agenda.);
3) if the work of V. V. Putin and BRICS were to be hampered by the efforts of people akin to those represented by Joe Biden's representative in South Africa, what long-term affect would it have on diplomacy and the way less-developed, third-world nations perceive it?
I don't believe this is the most effective means for the Americans to win popularity in Africa.

U.S. foreign policy is unhinged and deeply irrational on its face. Even the tool Obama was able to state the obvious fact at Russia has escalatory dominance at its borders, thus starting a ground war at Russia's borders in Ukraine would be foolish. Yet, here we are. The US crossed another line with it's destruction of Nord Stream. Given the plainly terrorist nature of US foreign policy, will President Putin actually get on a plane and travel to South Africa in August? Would you?
