I worry about uncommon devices coming in through the diplomatic mail bags then handed off locally recruited agents who speak native language. I wonder how much trouble there can be for a small crew passing through the Ukraine-Belarus-Russia border carrying a few big boxes? That border area is difficult to be water tight due to local geography.

I don’t follow mainstream Japanese media at all these days because, well, I don’t follow any mainstream media these days. So I hadn’t seen this story before. But I just had a quick look at Japanese and English sources and it is 100% “de Nile” (not a river in Egypt) in the legacy media. There were some interesting blog posts by a Japanese person living in Minsk.
You are probably more or less right regarding the J govt’s motivation, but I tend to think that there may be something more to it since these organisations in J always have their own petty reasons. To me, the real giveaway about whether Nakanishi was working for the authorities is that after a couple of days of minimal coverage immediately following the TV programme, there has been complete silence in the legacy media here. If this was really an unjust stitch-up by the Belarusian authorities, the media would be all over it nonstop.
Now, how about the Japanese in Moscow? Or in a more general sense, what has come in through diplomatic mail bags to Moscow?
