Had it not been for those policies, Russia would have been strengthening ties with Europe, particularly Germany, not China. The Nordstream pipeline alone is proof enough of that, which is exactly why the US destroyed it.
As the first NATO Secretary-General, Pug Ismay, said, "The mission of NATO is to keep the Russians out, the Americans in, and the Germans down."
